problem connecting to host over frame relay

I have installed Exceed v6.2, 7.0, and 8.0
Running Xstart with the config shown below:
start method: REXEC(TCPIP)
program type: X Window
host type: SUN
command: setenv DISPLAY @d; xterm
all other parameters are default
Problem:
When connecting to remote host over ISDN, it works perfectly.
When connecting to host over frame relay, no connection is establised.
If you try to connect to the host in DOS via telnet over frame OR ISDN, it
works fine.
host = SUN OS 5.5.1
Network overview: no firewalls, Cisco 2611 to Cisco 3660, routing is static,
no access lists, no filtering, no traffic shaping...basically a wide open
config
Please help, it appears to be an Exceen issue.
