Launching of new Xterm slow on Xp sp1 and eXceed 9.0.0

Many of us have upgraded our PCs at work but exceed launch times are now
slow.
If I launch an X application (e.g. "xterm&") it used to appear
immediately( win2000, exceed 7). With our new setup, exceed hangs for 3
seconds and then the window appears. Once the window has appeared it
performs normally with no slowdown. NOTE: I am talking of launching an
xterm from an xterm: not from xstart.
Does anyone know of anything that affects this startup time
