Wild guess - is it possible that the client side and server side are
requiring
different ssh protocol levels - i.e. ssh1 and ssh2 ? I use openssh, so
I don't
deal with your specific situation, but I think I've seen something
similar when
the sshd server would *only* accept ssh2 (much more secure than ssh1),
but the
ssh was trying to connect with ssh1.
Also, can you start sshd with debugging output enabled? This can be a
great
help.

Subject: Secure Shell and SuSE gives Unable to connect to host using
specified start method
On Windows I'm using Hummingbird Connectivity 9.0 xstart and trying to
use Start method "Secure Shell".
Connecting to a machine on which SuSE 8.2 is installed works fine.
BUT: connecting to a machine on which SuSE 9.0 is installed gives the
following pop-up:
"Unable to connect to host using specified start method".
When using ssh from another Linux/Unix machine to a SuSE 9.0 machine
gives NO problem !!
Am I the only one with this problem ??
