Most often because the Xaccess file needs to be modified
(/etc/X11/xdm/Xaccess). Also, in some Linux distributions the broadcast
functionality is turned off by default in /etc/X11/xdm/xdm-config.
I've found that gdm is a bit more manageable than xdm (config in
/etc/X11/gdm).
