1. Optical Character Recognition (OCR) fonts are not a part of default
Solaris font package and are added by customer. Probably you
created new directory for these fonts and included this directory in
SetFontPath request sent to X Server by his application.This is OK
if X server runs on the same host as X app but not enough
for remote X Server like Exceed. Exceed can not directly access
fonts in host font directories, only thru X Font Server.
I suspect, you have not modified configuration file of X Font
Server to include directory with OCR fonts or if you did , you are not using
modified
file.

2. In case if user wants to include OCR (or any other TrueType) font
into local font database of Exceed 7.1
he should at first add this font to Windows fonts
(using Control Panel if this is TrueType font or
using third party software like Adobe Font Manager for Postscript Type 1
fonts).
Than he could use Xconfig to make Window font for Exceed. TrueType
font does not have logical name as X fonts do. The logical name is just
emulated by Xconfig to make TrueType font look like Xfont to Exceed.
X app does not know this name, so, font name used by X app
must be assigned as alias to the emulated logical name.
I suspect, you missed this last step; "alias" is not mentioned in
your email.

Second problem might be encoding. Strictly speaking OCR fonts are not
standard fonts: they contain only capital characters plus some additional
glyphs
that do not belong to standard character set. It would be helpful if we
could see it.

3. It's hard to say why "The EXCEED log file did not show any errors"
We need to see this file.
Please create log files with "Log Font Opens" enabled ! when
    a/ running the application,
    b/ running "xfd" or "xlsfonts"
