CDE login trouble

Hello,
When trying to login to the systems from exceed we only get a gray
screen. CDE login does not start. Dtlogin is running. Does anyone know
what other processes need to be running to get CDE login to start? I've
tried this with Exceed 7 and 9, both have the same issue on one host.
Most of the Unix machines that I've tried have been HP-UX. I've tried
tuning the Xserver through exceed, I've tried some differnt xdmp host
files, I've tried changing some of the settings like panning, screen
size, extensions, etc, basic little changes mostly. They all have
produced the same result, no change. Any suggestions would be
appreciated.
